BACKGROUND AND SCOPE
Under the current progressive movement of globalization enhanced by the development of transportation networks and innovations of information systems, the existence of rural regions stands on the edge of a precipice. Regional problems that rural areas are faced with are characterized by depopulation, aging society, degradation of natural resources, just to mention a few influencing factors. So far, the national and local governments have taken various policies to overcome these problems, while limits of governmental capacity have often been demonstrated. In this context, it is the time for us to build a new paradigm of community governance in order to enhance the substance of rural regions. Especially, collaborative management of a local community supported by various stakeholders, e.g. local residents, voluntary associations, tourists, and so on is required. One of the most important concepts that we should take into consideration is the concept of “social capital.” In general, social capital refers to networks filled with norms of one’s community that enhance trust, concern for one’s associates, and cooperation. In several fields of research and public policy making, the concept of social capital swept to prominence as a key issue for community governance. Discussing and materializing the concept of social capital in a local community will contribute in enhancing the rural substance and development. The objective of the workshop is to discuss common topics of rural regions of Sweden and Japan, with the concept of social capital as common denominator. This workshop is the fifth workshop with this theme. The former workshops were held in Östersund, Sweden, 2004, Nichinan, Tottori, Japan, 2005, Vindeln, Sweden, 2006, Kitami, Hokkaido, Japan 2007, Jönköping, Sweden, 2008 and 2010, and Ishigaki Island, Okinawa, Japan, 2009.

TARGETED PARTICIPANTS
It is needless to say that the maintenance/repair/renewal of infrastructures plays an inevitable task on stabilization of national life, not only in developed countries but also in developing countries. However, the limitation on budget allocated for the maintenance/repair/renewal of infrastructures requires socio-economic concept in addition to engineering knowledge. In order to copy with difficulties mentioned above, the introduction of infrastructure asset management concept, which deals with the issue of optimizing the maintenance/repair/renewal of infrastructures comprehensively, has been highlighted even in developing countries. So far, the typical example is the implementation of HDM-4 (Highway Design and Management) on pavement management. However, road facilities consist of bridges, embankment/slopes and tunnels, in addition to pavement. Therefore, the development of asset management system to other road structures as well as pavement will be required in a near future.

From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with infrastructure asset management and results of application, particularly focusing on road facilities consisting of pavements, embankment/slopes and tunnels. Risk management is also one key topic of the course.

Moreover, this course also is the extension of the previous ones held in Hanoi in 2005, 2006, 2007 and in Ho Chi Minh in 2008.

TARGETED PARTICIPANTS
This course welcomes to researchers and engineers who wish to develop an understanding of Infrastructure Asset Management.  However, the maximum number of participants in this course is 30.  Therefore, the participants who have the knowledge of some mathematic theory such as probabilistic, which is inevitable to evaluate life cycle cost, LCC, are expected. However, it is possible for some other people especially students to participate wholly or partly in the course as audiences.

LANGUAGE
The official language of the course is English.

CONTENTS OF THE COURSE
Contents of the course are summarized as follows:
  • Outline of Asset Management 
  • Basic Concept of Life Cycle Cost, Life Cycle Cost Analysis
  • UApplication -Pavement, Slope/Embankment, Bridge, and Tunnel
  • Monitoring System
  • Risk Management

BENEFITS OF THE COURSE
Benefits of the course are summarized as follows:
  • Understanding concepts and basic theory of Infrastructure Asset Management 
  • Obtaining the fundamental knowledge to design and analyze road facilities consisting of pavements, slopes/embankments, bridges and tunnels using LCC considering cost and benefit as decision-making index
  • Understanding how to manage risks in general as well as in construction and operation periods of infrastructure facilities
  • Understanding how to apply the knowledge in practice
  • Qualified participants will be conferred the certificates

応用地域学会日中共同セミナー

第三回応用地域学会日中共同セミナーが2009103日-4日に京都にて行なわれた.本セミナーでは,日中から約60名の応用地域学にかかわる研究者が集まり,日中における地域発展及び空間経済学の研究現状について議論が行われた.開幕式では,日本応用地域学会の会長田渕隆俊教授(東京大学)が日本応用地域学会の運営および研究現状と日中共通研究の連携構想などについて講演し,また中国地域科学協会の会長・杨开忠 教授(北京大学)が中国地域発展の問題および地域研究の現状と新しい研究方向などについてを紹介した.

本セミナーでは、2日間にわたり,日中の大学,民間機構から37人の発表者が研究発表を行った.日中の地域科学研究者たちはセミナーを通じて日中二国の地域研究の現状および研究方法などについて交流が行われた.閉幕式で藤田昌久教授
(甲南大学)が空間経済学の研究発展および研究展望について講演を行った.来年度は中国・上海において
第四回応用地域学会日中共同セミナーの開催を予定している.
