2011 The third symposium on Water Suply System and Social Capital (Indonesia)

The 3^rd International Workshop on

water supply management system and social capital

Purpose

The 3rd international conference on water supply management system and social capital was held on Feburary 21-22 2011, at Brawijaya University, Indonesia in order to seize current situation and perspectives of each country, to explore the complexity of water usage as priceless social capital, and to discuss new concepts and paradigms in water resources management and sustainable development schemes. Prof. Ifar Subagiyo opened the conference and Asep Karsidi addressed his keynote speech on "The Role of Geospatial Data for Supporting Water Resources Management and Water Balanced Mapping." Kiyoshi Kobayashi gave his keynote speech on "Participatory Approach to Community Based Water Supply System." 2nd day the conference started with the keynote speech of Prof.Gautam Ray "Access to Social Capital and Sustainable Development: An Analaytical Perspective." The 3rd workshop fluently transpired along two days with total presentation of the 42 excellent speakers and about 300 participants from various research topics related to water supply management system and social capital cases of Indonesia as well as Asian countries.

Achievement and Results

At the 3rd conference, the participants have showed excellent achievements of the issue of their respective research fields such as political and technical problems regarding social capital on water usage in each country and common issues in the entire Asian region, through the comparative analysis among Asian countries.

The next fourth workshop will be held at Hasanuddin University, Makasar, Indonesia on May 2012. Participants on deepening research collaboration in the future Workshops.

2010 Kyoto University - National University of Laos Joint Training Course of CGE Modeling

Date: November 27-28, 2010

Location: National University of Laos

経済政策，都市政策を構築する上で計量的な観点からそれらの政策を評価することは大変重要です．去る１０年１１月２７，２８日，IOモデル，CGEモデルを通じた政策の定量的な評価手法について包括的な知識と技術を学生に習得させることを目的に，ラオス国立大学において二日間合計１３コマの講義を実施しました。

About the course:

Policy evaluation is one of the most important issues for those who are engaged in public policies. A wide range of public policy concerns, like air quality, environmental resource consumption, social equity, land use, urban growth, economic development, safety, and security are necessary to be investigated. CGE models are one of the effective tools for policy evaluation. It is very important for those involved in policy making to develop such tools by your own. From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with CGE modeling and results of application. It is needless to say that Input-Output analysis, systems of national accounts, basic framework of CGE modeling, the role of cross-border infrastructure on national economy, and methodology to evaluate policies are key factors in order to understand national economy and its development.

2010 KU-UTC Joint Summer Course of Transportation Planning

【活動報告】　2010 Kyoto University - University of Transport and Communications on Transportation Planning

今年で二回目となる本サマーコースでは，交通計画，中でもCGE（Computable General Equilibrium）モデルの講義に特化した上で，15コマの講義を実施しました。小林潔司教授，文世一教授（経済学研究科），松島格也教授，金広文准教授，吉田護助教，千田祐一郎（京都大学）に加えて，UTCからMai Hai Dang教授，ベトナム統計局からBui Tinh氏，価値総合研究所から山崎清氏を講師として迎えた上で，ベトナムの地域産業統計の状況やCGEモデルの基礎的構造など合計15コマの講義を実施しました。最終的に，約25名の参加者に対して修了書を授与しました。

Joint Summer Course of Transportation Planning

2005年以来毎年開催している本サマーコースでは，道路アセットマネジメントに関わる実務者及び研究者を対象に，ライフサイクルコスト分析，データ整備等に関する基礎的概念や最新の研究成果に関する講義を実施しています。小林潔司教授，大津宏康教授，河野広隆教授，塩谷准教授，吉田護助教, Han Daeseok氏ら京都大学からの講師陣に加えて，大阪大学から貝戸清之講師, Le Thanh Nam氏，UTCからNguyen Xuan Dao教授, Nguyen Dinh Thao講師，NEXCO総研の神谷恵三氏，阪神高速道路の坂井康人氏，㈱パスコから青木一也氏を講師として，合計15コマの講義を実施しました。最終的に，サマーコースの講義内容に基づく試験を受けた約15名の参加者に対して修了書を授与しました。

ACCA Workshop – Taking the Stock of Public-Private Partnerships and Private Finance Initiatives around the World –

スポンサー：英国公認会計士協会

京都大学では、ACCA（英国公認会計士協会；Association of Chartered Certified Accountants）がスポンサーとなり，英国マンチェスター大学ほかアジア、ヨーロッパの10カ国の大学との共同で、世界各国におけるPFIやPPP等民間資金を活用した社会基盤・公共サービス整備に関する研究を行っています。この研究における重要なプログラムの1つとして、9月20日、21日に、京都大学百周年時計台記念館において国際ワークショップが開催されました。

PFIやPPP等は、民間の資金とノウハウを活用して効率的に政府サービスを提供する方法として世界の多くの国々で実施されていますが、官民のリスクの分担や、各国の政治的・歴史的な背景、関連する法律等によって様々な発展の経路や実施スキームを取っています。そこで研究チームは、それぞれの国のPFIやPPPの特徴を比較し、情報を共有する事によって各国、地域に適したPFIのあり方を検討しています。今回のワークショップでは、チームメンバーが一堂に会し、それぞれの国におけるPFIの状況の発表と意見交換を通じて、情報の共有と取りまとめが行われました。

ワークショップには、研究チームのメンバーである、マンチェスタービジネススクール（イギリス） Graham Winch教授、EcoledesPonts ParisTech（フランス） Elizabeth Campangnac教授、National Hanbat University（韓国） Myungsik Do准教授、National University of Singapore（シンガポール） Asanga Gunawansa助教、Chulalongkorn University（タイ） Veerasak Likhitruangslip助教、Institute of Technology Bandung（インドネシア） Pradono教授、International Islamic University Malaysia（マレーシア） Khairuddin Abdul Rashid教授、清華大学（中国） ShouQing Wang教授、京都大学（日本）小林潔司教授、大西正光助教、Gautam Ray教授（インド）の11名のほか、京都大学　石原克治教授、澤井克紀教授、および京都大学の学生などの聴講者が参加しました。また、21日にはゲスト講演として内閣府民間資金等活用事業推進室の武藤秀樹氏より、日本のPFI政策に関する講演が行われました。

研究メンバーによる、各国のPFI/PPPについての発表とそれに引き続く質疑応答・意見交換のほか、21日の午後には、討議セッションが開催され、参加者による活発な議論が交わされました。ワークショップの最後には、研究代表者であるWinch教授より、各国のケースを比較することにより，国ごとでPPP/PFIが活用される背景と機能はさまざまであり，われわれは極めて有用な知見を得たとのコメントが寄せられ、ワークショップは盛会のうちに閉会しました。本研究の成果は、今後、出版という形で公表される予定になっています。
