The objective of the workshop is to discuss common topics of rural regions of Sweden and Japan, with the concept of social capital as common denominator. This workshop is the sixth workshop with this theme. The former workshops were held in Östersund, Sweden, 2004, Nichinan, Tottori, Japan, 2005, Vindeln, Sweden, 2006, Kitami, Hokkaido, Japan 2007, and Jönköping, Sweden, 2008, Ishigaki, Okinawa, Japan 2009, Jönköping, Sweden, 2010, Nara, Japan, 2011, Österlen, Sweden, 2012, Amakusa, Kumamoto, 2013, Östersund, Sweden, 2014, Takayama, Gifu, 2015, Kiruna, Sweden, 2106, and Tonga, 2017. The workshop of 2018 was held in one of the world heritage, Daigoji Temple in Kyoto, and continued the fruitful discussions on rural development issues and the role of social capital.

2nd Sino-Japan Seminar on Integrated Land Use – Transport - Environment Planning and Modeling

2014年7月5日，​南京大学国土资源与旅游学系との共同研究の一環として，国際会議"2nd Sino-Japan Seminar on Integrated Land Use – Transport - Environment Planning and Modeling"を開催しました． 南京市をはじめとした中国長江流域の地域における土地利用や人口変化に対応した低炭素都市政策の現状について相互理解を深めると共に，政策分析ツールとしての土地利用・交通・環境統合モデル構築について議論を行うことを目的として開催されました．午前中のキーノートセッションでは，小林潔司経営研究センター長から土地利用・交通モデルの歴史的進展と今後の展望について，南京市都市交通計画研究所の楊涛教授から南京都市域における土地利用交通計画の現状について，それぞれ講演がありました．その後，松島格也准教授，博士課程の張潤森さんを含む，日中双方から6名の若手研究者による研究発表が行われました．土地利用や人口変化の現状と課題についてや土地利用・交通政策を分析するモデル構築の方法論などについて活発な議論が交わされました．

平成26年8月20日から22日にかけて3日間、第11回過疎地域におけるソーシャル・キャピタルに関するシンポジウムが開催されました。地域開発と資源管理に関する知見を高めることができました。スウェーデン、日本、中国からの約20名の学生、研究者が参加し、経済学、土木計画学、歴史学、地理学の分野における地域開発に関する先進研究について議論し合いました。

来年度以降も継続して実施される予定であり、来年度は飛騨高山で行われる予定です。

The 4th International Workshop on Water Supply Management System and Social Capital

目的・概要
近年、アジアの開発途上国の経済発展に伴う水資源の量的・質的ニーズの向上、汚染拡大、私有財産化の増大、国の保護政策の強化は、水資源をめぐる競争を激化し、多くの人々の安全・安心・快適な水資源の利用を阻害している。持続可能な地域開発と水資源管理のためには、それをめぐる様々なステークホルダーの利害関係と地域固有の社会的構造を考慮した的確な制度設計が必要である。このような問題意識に基づいて、本国際ワークショップではアジア各国における水供給管理の現状況と認識を理解すると共に、地域における固有な文化・地域環境や多様な生活様式から生み出す社会資本（ソーシャル・キャピタル）が、水資源の維持管理に果たす役割を明確にして地域的文脈を考慮した持続可能な水供給管理システムを模索することを目的とする。本国際会議を通じて、水資源管理に関わる技術的・政策的問題を発見すると共に比較研究を進め、水供給管理システムのあり方を明示することを期待している。

シンポジウムの様子・得られた成果
第4回の水供給管理システムとソーシャル・キャピタルに関する国際会議が、インドネシア・ハサヌディン大学（HU）と京都大学グロバルCOEのインドネシア拠点であるＩＴＢ大学の主催と、バンドン工科大学（ITB）、スラバヤ工科大学（ITS）、ブラビジャヤ大学（BU）との共催で２０１２年７月１６日ー１７日二日間インドネシア・ハサヌディン大学で行われた。本国際会議では、インドネシアの水道局、NPO、大学関係者、学生、約100名が参加し、熱心な議論が展開された。1日目は、HUの副学長Danang A. Suriamiharaja教授のopening remarkをはじめ、小林潔司教授とGautam Ray教授の基調演説を通じて、水資源管理におけるコミュニケーションと相互承認の重要性と、その集合的行為におけるリーダーの役割について強調した。そして、コミュニティ主導型の水供給管理システムとソーシャル・キャピタルの多元的な意義に関する活発な議論を行うと共に、20編が紹介なされた。特に、水資源管理における様々な社会的ジレンマに対する幅広い視点からの評価や検討がなされた。最後に、本国際学会の最終成果として、2009年から2012までバンドン、スラバヤ、マラン、マッカサルで開催された総4回の会議で発表された論文から、優れたものを選び本にまとめると共に、その成果を一般に公開する。

The objective of the workshop is to discuss common topics of rural regions of Sweden and Japan, with the concept of social capital as common denominator. This workshop is the seventh workshop with this theme and will be arranged as a special session of the European Regional Science Association’s 50th Anniversary Congress. Topics of interest in this workshop include :

 Community governance and partnerships
 Commons and their management
 Local engagement, social economy and the third sector
 Sustainable management of natural resources
 Tourism’s role in rural development
 Climate changes’ threats and opportunities for the countryside

BACKGROUND AND SCOPE
Under the current progressive movement of globalization enhanced by the development of transportation networks and innovations of information systems, the existence of rural regions stands on the edge of a precipice. Regional problems that rural areas are faced with are characterized by depopulation, aging society, degradation of natural resources, just to mention a few influencing factors. So far, the national and local governments have taken various policies to overcome these problems, while limits of governmental capacity have often been demonstrated. In this context, it is the time for us to build a new paradigm of community governance in order to enhance the substance of rural regions. Especially, collaborative management of a local community supported by various stakeholders, e.g. local residents, voluntary associations, tourists, and so on is required. One of the most important concepts that we should take into consideration is the concept of “social capital.” In general, social capital refers to networks filled with norms of one’s community that enhance trust, concern for one’s associates, and cooperation. In several fields of research and public policy making, the concept of social capital swept to prominence as a key issue for community governance. Discussing and materializing the concept of social capital in a local community will contribute in enhancing the rural substance and development. The objective of the workshop is to discuss common topics of rural regions of Sweden and Japan, with the concept of social capital as common denominator. This workshop is the fifth workshop with this theme. The former workshops were held in Östersund, Sweden, 2004, Nichinan, Tottori, Japan, 2005, Vindeln, Sweden, 2006, Kitami, Hokkaido, Japan 2007, Jönköping, Sweden, 2008 and 2010, and Ishigaki Island, Okinawa, Japan, 2009.

The 6th workshop on social capital and development trends

Since 2004, the workshop on social capital and development trends has been held annually with alternate venues between Japane and Sweden in order to discuss sustainable development of rural areas and provide innovate academic perspective regarding social capital.

The 6th workshop on social capital and development trends in organized by MARG and Kyoto University Global COE Program ”Global Centre for Education and Research on Human Security Engineering for Asian Megacities was held in Ishigaki Island, Japan on July 1st - 4th, 2009.

At 6th workshop , the contributores have showed excellent achievement of the issue in their respective research fields such as social and economic geography, economics, civil engineering, and regional science. The workshop started at 09:00 am with opening remarks by Prof. Kobayashi, Kyoto university. He expressed his hope that the Workshop would enable participants to formulate deeper research collaborations.

2011 KU-UTC Joint Training Course of Road Infrastructure Asset Management/ Transportation Planning

2011年度　道路インフラアセットマネジメント／交通計画に関する京都大学・ベトナム交通通信大学ジョイントトレーニングコース

日時：平成23年9月22-24日

場所：ベトナム交通通信大学

平成23年9月22－24日にかけて，ベトナム交通通信大学（UTC, University of Transport and Communications）において，道路アセットマネジメント及び交通計画に関するサマーコースを本大学院の主催，経営研究センター共催のもとで開催しました。道路アセットマネジメントに関するサマーコースは2005年度から，交通計画に関するサマーコースは2009年度から開催しており今年でそれぞれ7回目，3回目を迎えます．

道路の建設・維持管理の問題は，先進国のみならず発展途上国でも見られる共通の課題です．ベトナムにおいてもその問題は顕在化し，適切な維持管理のスキーム，データ収集・データベースの構築が求められています．道路アセットマネジメントに関するサマーコースでは，本大学院から小林潔司教授，河野広隆教授，澤井克紀教授，工学研究科から大津宏康教授，塩谷智基准教授，大阪大学から貝戸清之准教授，岐阜大学から沢田和秀准教授，ベトナム交通通信大学からNguyen Viet Trung教授，Nguyen Dinh Thao講師，チューリッヒ工科大学からNam Le Thanh研究員，NEXCO総研から神谷恵三氏，青木圭一氏，阪神高速株式会社から坂井康人氏，PASCO Corp.から青木一也氏，片平エンジニアリング・インターナショナルの加藤恒夫氏が講師として参加し，合計15コマに及ぶ講義を実施しました。さらに，今年度は15コマの講義に加え，2011年7月に開始されたJICAの道路維持管理能力強化プロジェクトを考慮して，アセットマネジメントシステム”Kyoto Model”の試行版を実際のパソコンを用いて参加者に利用してもらう講義を実施しました。約30名が参加し，ベトナムにおけるアセットマネジメントの実践課題について多くの質疑応答が行われました．

また，発展目覚ましいベトナムにおいても交通計画の重要性は高まっています．交通計画に関するサマーコースは，その基礎概念や費用便益分析，交通計画を実践するために必要な知識を提供することを目的として実施しています．本大学院から小林潔司教授，工学研究科から松島格也准教授，金広文准教授，大西正光助教，吉田護助教が講師として参加しました，また，現地に則した講義を行うため、ベトナム側からベトナム交通省・交通開発戦略局長のLy Huy Tuan氏，ベトナム交通通信大学からNguyen Trong Hiep講師を本サマースクールの講師として迎えると同時に，より実務に近い立場から交通計画を理解してもらうため，中央復権コンサルタンツの千田祐一郎氏，交通工学，交通分析を専門とする国際コンサルタント会社Perunding Trafik Klasik Sdn BhdのChin Kar Keong氏を講師として迎え，三日間合計で15コマの講義を実施しました。本サマーコースには，ベトナム交通省関係者，UTCの若手講師，学生ら約40名が参加し，交通計画の適用事例に対して数多くの質問がなされ，交通計画の実践に対する関心の高さが強く示される結果となりました．

これらの二つのサマーコースは来年度以降も継続して実施していく予定です．

概要報告：

平成23年11月7日（月），京都大学・同済大学合同セミナー「持続的社会形成のための都市・交通マネジメント」が開催されました。本セミナーは，京都大学と同済大学の共催のもとで毎年開催しているセミナーであり，今年度は京都大学において開催しました。持続的社会形成は，アジアの大都市が抱える共通の課題であり，適切な都市・交通のマネジメントが求められます。本セミナーでは，中国及び日本の都市が抱える問題を包括的な立場から俯瞰し，都市・交通マネジメントに関する知見を共有化することを目的としています．今回のセミナーでは，京都大学からは小林潔司教授，宇野伸宏准教授らが，同済大学からは楊暁光教授，楊東援教授をはじめ20名の研究者・学生が参加しました。日本側から11件，中国側から12件の発表が行われ，都市・交通マネジメント政策の重要性はもとより，具体的な都市の課題について多くの議論が行われました．来年度以降も継続的に大学間で協力していくこと確認し，本セミナーは閉会しました．

Objective

Public Sector in this case, has a big responsibility to ensure the continuity of those investments. However, public sector in developing countries often faces issues in making investments, among them is the financial constraints and risk occurrence. Therefore, joint venture investment is seen as a solution for developing countries to improve or maintain its economic growth while also reducing public sector's liability on the other side. As recently, decentralization has been playing an influential role in a country's development, the interaction between joint venture work and decentralization on solving those issues would also be an interesting matter to be discussed.

Achievement and Results
The conference attracted more than 100 attendants and 36 papers from Asian countries such as Indonesia, Malaysia, Vietnam, Thailand, Japan and Korea, including the keynote speech delivered by deputy Minister at Coordinating Ministry for Economic Affairs. One of the major topics addressed by the speakers is the role and implementation of public-private partnerships (PPPs) in developing countries. Attendants had a fruitful discussion on the implication of different political and economic background in each country on PPPs implementation through the country case studies. A key finding is that efficient and effective functioning of multi-national joint venture is increasingly getting important as players have to overcome various cultural differences in the globalized construction markets. The conference was concluded by stating that a conference next year will be held at National Hanbat University in Daejong, Korea in October to continue exploring the joint venture study.

シンポジウムの様子・得られた成果
本国際会議には，100名以上の参加者が集まり，経済担当の副大臣からの基調講演を含む36編の研究発表があった．主な議論のトピックの一つとして，公民連携（PPP）の役割と，実際に実施する上でのさまざまな問題があった．参加者は，異なる国の間で実施されているPPPの研究から，政治経済的な背景の違いを認識し，それらがもたらす影響について，有意義な議論を行うことができた．また，建設産業が国際化する中で，JVはますます重要になり，文化的な違いを乗り越えて，効果的に機能する仕組みを確立することであることが分かった．来年は，10月に韓国太田市の国立ハンバット大学において，本国際会議が実施される．

1st International Seminar on Integrated Computable Land use-Transportation-Environment Model

京都大学経営管理大学院では，2011年7月5日，京都大学桂キャンパスC1棟314会議室にて，国際会議"1st International Seminar on Integrated Computable Land use-Transportation-Environment Model"を開催しました． 本学と大学間学生交流協定を結んでいる南京大学より​地​理​与​海​洋​科​学​学​院PU Lijie教授を始めとした研究グループを招いて，低炭素社会の実現とグリーイノベーションを目指した統合的な環境土地利用交通モデルの開発に向けた議論を行いました．また，中国国家留学基金管理委員会「国家建設高水平大学公派研究生項目」により，2010年11月より1年間経営管理大学院に研究員として滞在した張潤森さん（南京大学博士後期課程）が同セミナーの実行委員会委員として運営に携わるとともに，滞在中の研究成果を発表しました．今後同プロジェクトに関する共同研究を進展させるとともに，来年は南京大学で第２回セミナーを開催することに合意しました．

2011 The third symposium on Water Suply System and Social Capital (Indonesia)

The 3^rd International Workshop on

water supply management system and social capital

Purpose

The 3rd international conference on water supply management system and social capital was held on Feburary 21-22 2011, at Brawijaya University, Indonesia in order to seize current situation and perspectives of each country, to explore the complexity of water usage as priceless social capital, and to discuss new concepts and paradigms in water resources management and sustainable development schemes. Prof. Ifar Subagiyo opened the conference and Asep Karsidi addressed his keynote speech on "The Role of Geospatial Data for Supporting Water Resources Management and Water Balanced Mapping." Kiyoshi Kobayashi gave his keynote speech on "Participatory Approach to Community Based Water Supply System." 2nd day the conference started with the keynote speech of Prof.Gautam Ray "Access to Social Capital and Sustainable Development: An Analaytical Perspective." The 3rd workshop fluently transpired along two days with total presentation of the 42 excellent speakers and about 300 participants from various research topics related to water supply management system and social capital cases of Indonesia as well as Asian countries.

Achievement and Results

At the 3rd conference, the participants have showed excellent achievements of the issue of their respective research fields such as political and technical problems regarding social capital on water usage in each country and common issues in the entire Asian region, through the comparative analysis among Asian countries.

The next fourth workshop will be held at Hasanuddin University, Makasar, Indonesia on May 2012. Participants on deepening research collaboration in the future Workshops.

経済政策，都市政策を構築する上で計量的な観点からそれらの政策を評価することは大変重要です．去る１０年１１月２７，２８日，IOモデル，CGEモデルを通じた政策の定量的な評価手法について包括的な知識と技術を学生に習得させることを目的に，ラオス国立大学において二日間合計１３コマの講義を実施しました。

About the course:

Policy evaluation is one of the most important issues for those who are engaged in public policies. A wide range of public policy concerns, like air quality, environmental resource consumption, social equity, land use, urban growth, economic development, safety, and security are necessary to be investigated. CGE models are one of the effective tools for policy evaluation. It is very important for those involved in policy making to develop such tools by your own. From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with CGE modeling and results of application. It is needless to say that Input-Output analysis, systems of national accounts, basic framework of CGE modeling, the role of cross-border infrastructure on national economy, and methodology to evaluate policies are key factors in order to understand national economy and its development.

今年で二回目となる本サマーコースでは，交通計画，中でもCGE（Computable General Equilibrium）モデルの講義に特化した上で，15コマの講義を実施しました。小林潔司教授，文世一教授（経済学研究科），松島格也教授，金広文准教授，吉田護助教，千田祐一郎（京都大学）に加えて，UTCからMai Hai Dang教授，ベトナム統計局からBui Tinh氏，価値総合研究所から山崎清氏を講師として迎えた上で，ベトナムの地域産業統計の状況やCGEモデルの基礎的構造など合計15コマの講義を実施しました。最終的に，約25名の参加者に対して修了書を授与しました。

2010 International Symposium on Implementation of Road Asset Management in Vietnam

Purpose：

    With economic growth in any country, well-grounded sustainable road infrastructure asset management system is an essential component to support their past economic growth, particularly in developing country. The fundamental objective of international symposium of asset-management was to grasp the current situation of asset management in not only Vietnam but also other Asian countries, based on the reports on the situation and outlook of asset management produced by researchers and managers in Asian countries. In addition, this seminar will be utilized as the opportunity to share common perspective of techniques and policies regarding asset management in Vietnam. It is very important issues to implement asset management system that requires deep consideration of technical feasibility, financial supports, and governmental commitment.
     Much practical purpose of the symposium was for discussing sustainable PMS (Pavement Management System) in Vietnam with much practical and political discussion between Vietnamese road administrators (MOT and VRA), and main counterparts, such as KU, JICA etc. So far, Vietnamese PMS (Pavement Management System) is in a chaos due to poor introduction of ready-made software (HDM-4; Highway Development and Management-4 and RoSy SYSTEMs) which were recommended by World Bank (WB) and Asian Development Bank (ADB). Most of road agencies even local managers are already realized the problems on inconsistency between current system and their reality. Hence, Vietnamese road administrators are very keen to improve their current problems. To discuss and improve the problems, Vietnam road administrators and the main organizations were gathered for the symposium.
    In the symposium, Japanese and Korean speakers introduced mainly 1) conceptual introduction, 2) Importance of Asset management system, 3) lessons from their previous experience 4) current status and trials, and 5) perspective of their road asset management. Basically, the contents of presentations were mainly focused on suggestion of developing customized PMS system for Vietnam. And the last stage, an open forum was held for discussing much practical situation and solutions in Vietnam.

Achievement and Results:
    At the symposium, many important persons who have duty (and power) to change Vietnamese PMS were attended from MOT, VRA, JICA, KU, and so on. Basically, the symposium had 2 keynote speeches, 4 presentations and an open forum. First, the rector of UTC opened the symposium with welcome speech. Following the speech, a representative of MOT (vice minister of MOT) suggested main direction of symposium. Afterward, JICA’s representative introduced their current activities and future way of the JICA.
    The first presentation given by Prof. Kiyoshi Kobayashi treated conceptual issues and previous efforts done by Kyoto University, such as Joint summer training course since 2005, the Asset Management E-book, etc. And finally, he introduced a proto-type of PMS named as “KYOTO” which can be the best alternative with consideration of Vietnamese situation. Receiving the baton from the Prof. Kiyoshi Kobayashi, Dr. Kazuya AOKI demonstrated a case study of the KYOTO system applying Vietnamese data. He showed good enough feasibility of the KYOTO system for Vietnam. Next presenter, Mr. Deaseok HAN who has experiences in Korean PMS introduced AMS (Asset Management System) implementation history in Korea. In his presentation, problems, efforts, and lessons from their practical experience were highlighted to persuade participants. The last presentation was about current trial of asset management for highway in Japan done by the NEXCO, Japan. He introduced a real case applying the KYOTO system for highway management in Japan.
    The highlight of the symposium was open forum between Vietnamese road administrations and experts from the other counterparts. The road administrators shortly introduced their current situations and main problem, and asked many practical questions about solution of current problems, KYOTO system, and development of customized system. As a main result of the symposium, Vietnamese road administrations recognized an importance of the development of customized system, and also feasibility of the KYOTO system to their situation.

イスラム国では，近年，イスラム金融市場の規模が急速に発展している．イスラム国の経済の発展とともに，コーランの教えに則ったシャリア適格（Shari'ah compliant）な保険（タカフル; Takaful）への需要が高まると予想される．このようなイスラム金融・保険市場は，発展はイスラム国だけではなく，非イスラム国にとってもビジネスの機会を与えている．イスラム保険市場の拡大は，イスラム国の人々だけではなく，非イスラム国の人々にとっても有益なものとなりうる．非ムスリム国において，イスラム保険に関する知識を蓄積することにより，社会全体としての厚生が高まると期待される．したがって，本セミナーは，イスラム保険（タカフル）市場の発展戦略を目指して，イスラム国におけるリスクマネジメントのあり方を考える機会として設けられた．International Islamic University Malaysiaから講師を招き，Khairuddin Abdul Rashid教授からイスラム保険の最近の動向について話題提供をいただいた．また，金融機関において，イスラム商品の審査委員を務めているAzman Mohamed Noor博士からは，イスラム保険の特徴及びリスクマネジメントの考え方について，話題提供をいただいた．

2010年9月22日～23日の2日間，京都国際交流会館において，国際会議6th International Conference on Multinational Joint Venture for Construction Worksが開催されました．当研究室からは，小林潔司教授，大西正光助教，石磊GCOE研究員が参加しました．海外からは，清華大学の王守清教授，International Islamic University MalaysiaからKhairuddin Abdul Rashid教授をはじめとして，20名の参加がありました．本会議は小林教授を議長として，ジョイントベンチャー，建設契約，入札システムといった多岐にわたる国際建設事業のマネジメントをテーマに年に一度開催しており，今回が6回目となります．毎年，マレーシアをはじめとする東南アジア・欧米各国から研究者が一同に会す機会を設け，研究ネットワークを構築しており，講演論文集も出版いたしました．来年度は，インドネシアのバンドン工科大学にて，秋頃開催予定です．また，平成23年中に，本会議のネットワークの下で実施されてきた研究の成果を取りまとめた本が出版される予定です．

PFIやPPP等は、民間の資金とノウハウを活用して効率的に政府サービスを提供する方法として世界の多くの国々で実施されていますが、官民のリスクの分担や、各国の政治的・歴史的な背景、関連する法律等によって様々な発展の経路や実施スキームを取っています。そこで研究チームは、それぞれの国のPFIやPPPの特徴を比較し、情報を共有する事によって各国、地域に適したPFIのあり方を検討しています。今回のワークショップでは、チームメンバーが一堂に会し、それぞれの国におけるPFIの状況の発表と意見交換を通じて、情報の共有と取りまとめが行われました。

ワークショップには、研究チームのメンバーである、マンチェスタービジネススクール（イギリス） Graham Winch教授、EcoledesPonts ParisTech（フランス） Elizabeth Campangnac教授、National Hanbat University（韓国） Myungsik Do准教授、National University of Singapore（シンガポール） Asanga Gunawansa助教、Chulalongkorn University（タイ） Veerasak Likhitruangslip助教、Institute of Technology Bandung（インドネシア） Pradono教授、International Islamic University Malaysia（マレーシア） Khairuddin Abdul Rashid教授、清華大学（中国） ShouQing Wang教授、京都大学（日本） 小林潔司教授、大西正光助教、Gautam Ray教授（インド）の11名のほか、京都大学　石原克治教授、澤井克紀教授、および京都大学の学生などの聴講者が参加しました。また、21日にはゲスト講演として内閣府民間資金等活用事業推進室の武藤秀樹氏より、日本のPFI政策に関する講演が行われました。

研究メンバーによる、各国のPFI/PPPについての発表とそれに引き続く質疑応答・意見交換のほか、21日の午後には、討議セッションが開催され、参加者による活発な議論が交わされました。ワークショップの最後には、研究代表者であるWinch教授より、各国のケースを比較することにより，国ごとでPPP/PFIが活用される背景と機能はさまざまであり，われわれは極めて有用な知見を得たとのコメントが寄せられ、ワークショップは盛会のうちに閉会しました。本研究の成果は、今後、出版という形で公表される予定になっています。

2nd International Symposium on Policies for Sustainable Low-carbon Society

京都大学低炭素都市圏政策ユニットでは，2010年8月1日，京都大学経営管理大学院ケーススタディ演習室にて，国際会議"2nd International Symposium on policies for sustainable low-carbon society"を開催しました。フランス，韓国からそれぞれ同分野の著名な研究者であるDr. Jean Luc Ygnace氏(the French National Institute for Transport and Safety Research)とProf. Jae Kyu Lee(Korea Advanced Institute of Science and Technology)をお招きし，基調講演を実施していただくと共に，各国の低炭素社会に向けた取り組みについて事例ベースで共有化を図りました。

The 2nd International Workshop on Water Supply Management System and Social Capital

目的・概要
近年、アジアの開発途上国の経済発展に伴う水資源の量的・質的ニーズの向上、汚染拡大、私有財産化の増大、国の保護政策の強化は、水資源をめぐる競争を激化し、多くの人々の安全・安心・快適な水資源の利用を阻害している。持続可能な地域開発と水資源管理のためには、それをめぐる様々なステークホルダーの利害関係と地域固有の社会的構造を考慮した的確な制度設計が必要である。このような問題意識に基づいて、本国際ワークショップではアジア各国における水供給管理の現状況と認識を理解すると共に、地域における固有な文化・地域環境や多様な生活様式から生み出す社会資本（ソーシャル・キャピタル）が、水資源の維持管理に果たす役割を明確にして地域的文脈を考慮した持続可能な水供給管理システムを模索することを目的とする。本国際会議を通じて、水資源管理に関わる技術的・政策的問題を発見すると共に比較研究を進め、水供給管理システムのあり方を明示することを期待している。

シンポジウムの様子・得られた成果
第2回の水供給管理システムとソーシャル・キャピタルに関する国際ワークショップは、インドネシア・スラバヤ工科大学ITSと京都大学グロバルCOEのインドネシア拠点であるＩＴＢ大学の主催との主催、BUとの共催でＩＴSで行われた。本ワークショップでは、インドネシアの水道局、NPO、大学関係者、学生、約８0名が参加し、熱心な議論が展開された。インドネシアＩＴSの学長Priyo Suprobo教授のopening remarkをはじめ、スウェーデンKTHのHans Westlund教授の基調演説「Social Capital and Governance for Efficient Water Management」、そして、インドネシアにおけるコミュニティ主導型の水供給管理システムとソーシャル・キャピタルの多元的な意義に関する活発な議論を行うと共に、現在の最先端の研究26編が紹介がなされた。特に、インドネシアの貧困地域におけるコミュニティ主導による水供給システムの現状と問題に対する幅広い視点からの評価や検討がなされた。そして、コミュニティによる水供給管理をサポートするための新たな水供給システム技術の開発と社会実験など、水資源管理に関わる技術的・政策的問題を新たに発見すると共に、水供給管理システムのあり方について活発な議論が行われた。最後に、第３回のワークショップは、平成２３年３月、インドネシアのマラン、BUで開催される予定である。

In the conference, 4 young researchers from Thailand, Korea, Japan and China made presentations related to the construction project governance issues including financial management in construction joint venture projects, financial scheme of Public Private Partnership (PPP), Private Finance Initiative (PFI) policies in Korea and anti-corruption governance in construction projects in developing countries. In the conference, the presenters and more than 60 participants, who came from Malaysia, Korea, Thailand, Iran, Australia, UK, USA and Japan, exchanged the opinions related to key points, schemes and future issues of construction project governance. All the papers presented during this symposium are included in the proceedings titled “Collaborative Efforts in International Construction Management-Part Two 5th International Conference on Multi-national Joint Ventures for Construction Works”.

2009 KU-UTC Joint Summer Course of Road Infrastructure Asset Management

2009 Kyoto University (KU) and University of Transport and Communication (UTC) joint summer training course of road infrastructure asset management was held in UTC campus, Hanoi, Vietnam. This course is aimed at providing from fundamental knoledge to advanced technology between Japan and Vietnam related to road asset management field. Lectures in this course treats bridge management, road pavement management, inspection and monitoring technologies, risk management, and slope/embankment management. One more important objective was to intimate cooperation for developing an international level of pavement management software. For the objective, many interested parties had been attented to many meetings. In addition, KU and UTC promised to organize virtual institute ‘KU-UTC online institute’ This online institute will provide educational information on research papers, lecture resources, proceedings of training course related with road asset management and urban transportation planning. This course(s) will be continued until next year.

The 5th International Conference on Multi-National Joint Ventures for Construction Works

The conference started with two keynote speeches. International lawyer Mr. Gordon L. Jaynes firstly addressed the perils of joint ventures in construction from the point of view of construction law. Another Keynote speaker, Prof. Graham Winch provided a conceptual framework for understanding all the transactions within the project coalition in construction joint ventures. 

More than 120 participants, who came from Malaysia, Korea, Thailand, Iran, Australia, UK, USA and Japan, exchanged opinions related to the management of multi-national joint ventures for construction works from the point of view of project scheme, dispute resolution, project management, project governance and Public Private Partnership (PPP). 

All the papers presented during this seminar are included in the seminar’s proceedings titled “Collaborative Efforts in International Construction Management-Part Two 5th International Conference on Multi-national Joint Ventures for Construction Works”. The next conference will be held in 2010 in Kyoto, Japan.

From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with infrastructure asset management and results of application, particularly focusing on road facilities consisting of pavements, embankment/slopes and tunnels. 1st ICACI

1st International Conference on Asian Catastrophe Insurance

The first International Conference on Asian Catastrophe Insurance took place on the 3rd and 4th of December 2007 at the clock tower of Kyoto University. The conference offered a unique opportunity to hear from and meet the top experts in the field of catastrophe insurance. Participants included distinguished researchers from the academia, govermental and global developement organizations and from the most prestigious private organizations in the field such as ABS Consulting, Willis Re, Guy Carpenter, Flagstone Re and Tokio Marine Nichido. Presentations were given by professors from Kyoto University, specialists from the World Bank, the Japanese Government, the Indian Government and from top executives and specialist of several private organizations. It was a very interesting and reward conference for myself. I'm looking forward to the second conference!  BACKGROUND AND SCOPE
Water is definitely the base for sustainable societies. Limited access to water is commonly acknowledged that water problems affect the poor adversely in terms of their ‘livelihoods’, ‘health’, and ‘vulnerability’. However, despite improved water resources management all over the world in the last couple decades, there are still about 1.4 billion people without an adequate supply of drinking water and about 3 billion people without adequate sanitation services.  In order to actualize sustainable community welfare development in the rapid growth Asian region, it is necessary to secure inherent of relations between actors and among actors of water system with an appropriate institutional social structure. In this circumstance, social capital is catching the attention as a methodology for developing and strengthening an enormous amount of social structures in Asian countries. However, practitioners and researchers in the Asian region never held a meeting to discuss the current situation of social capital on water usage in Asian countries. The representatives of each Asian country are requested to formalize in writing the following topics:
1.        Social Structure & Institution in Community
2.        Water Policy & Organization Agency
3.        Community Managed Water System
4.        Sustainable Water Management
5.        Water Usage Model
6.        Future Perspective   

OBJECTIVES
Key objectives of the seminar are:
・　To seize current situation and perspectives of each country
・　To explore the complexity of water usage as priceless social capital
・　To discuss new concepts and paradigms in water resources management and sustainable development schemes
In addition, this seminar will be utilized as the opportunity to glean basic information for
(1) extracting political and technical problems regarding social capital on water usage in each country and
(2) finding common issues in the entire Asian region, through the comparative analysis among three countries. 

LANGUAGE
The official language of the seminar is English.   

PAPER
Authors are invited to submit full paper, relating to the conference themes. The paper should be written in English (in MS word format only) All papers should be structured as follows:
・　Title : The title should be short, preferably less than 15 words.
・　Author(s) : Provide contact details for the authors including names, surnames, organization/company, phone/fax no., e-mail and full postal address. ・　     -    Abstracts :Provide a short summary the whole content of  paper

The 1st International Workshop on water supply management system and social capital

The First Workshop on Water Supply Management System and Social Capital organized by Kyoto University Global COE Program ”Global Centre for Education and Research on Human Security Engineering for Asian Megacities in collaboration with Institute Technology Bandung (ITB) and University of Brawijaya (UB) was held in ITB, Indonesia on March 20th ,2009.

The Workshop started at 09:00 am with opening remarks by Prof. Indratmo Soekarno, Vice President of ITB for Research, Innovation and Partnership. He emphasized on water issues such as the consequence of low water tarrif  to people, i.e; causing unawareness of the importance of water value and unhealthy financial situation for PDAM (local drinking water enterprise). In the end, he expressed his hope that the Workshop would enable participants to formulate deeper research collaborations to develop appropriate innovations in solving water problems in Asian mega cities.

The event continued with keynote speech entitled Trust by Prof. Kiyoshi Kobayashi (Chairman of the Workshop on behalf of Kyoto University Global COE Program).  The speech was followed by Q&A session from graduate students and lecturers of the City and Regional Planning Department and they were generally interested on how to apply the theoretical model onto real world problems.

The Workshop ended with closing remarks by Prof. Kobayashi in which he emphasized on  future research collaboration using three approaches (theoretical-emperical-prescriptive research) and planning to hold second Workshop on Water Supply Management system and Social Capital on February 2010 at ITS Surabaya, Indonesia.

ROAD INFRASTRUCTURE ASSET MANAGEMENT

ABOUT THE COURSE

It is needless to say that the maintenance/repair/renewal of infrastructures plays an inevitable task on stabilization of national life, not only in developed countries but also in developing countries. However, the limitation on budget allocated for the maintenance/repair/renewal of infrastructures requires socio-economic concept in addition to engineering knowledge. In order to copy with difficulties mentioned above, the introduction of infrastructure asset management concept, which deals with the issue of optimizing the maintenance/repair/renewal of infrastructures comprehensively, has been highlighted even in developing countries. So far, the typical example is the implementation of HDM-4 (Highway Design and Management) on pavement management. However, road facilities consist of bridges, embankment/slopes and tunnels, in addition to pavement. Therefore, the development of asset management system to other road structures as well as pavement will be required in a near future.
From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with infrastructure asset management and results of application, particularly focusing on road facilities consisting of pavements, embankment/slopes and tunnels.
Moreover, this course also is the extension of the previous ones held in Hanoi in September, 2005 and September, 2006.
