一、会議紹介

国際的学術交流と協力を推進するため、2004年より同済大学と京都大学は1年1回の同済・京都大学「都市と交通」学術研究会を開くことになり、交通工学、都市計画と建築などの領域で先端研究を交流することができるようになった。今年には第五回の研究会を向かい、2009年9月12日に同済大学の嘉定キャンパスで行われる。

二、京都大学の紹介

京都大学は日本で2番目に創設された帝国大学の流れを汲んでいる国立大学である。精神的な基盤として京都大学では「自由の学風」を謳っている。現在まで京都大学には５人の学者がノーベル賞を受賞しており、幅広い分野において日本を代表する学術研究拠点となってきた。都市と交通などの学科では、同済大学と長期的な協力関係がある。

三、会議テーマ

今回の研究会はハーモニー交通とハーモニー社会をテーマにしており、交通マネジメント、情報科学技術などの幅広い領域を含んでいる。具体的なテーマは以下のとおりである。

一、研究会メンバーの紹介

楊東援 教授
同済大学教授、博士課程導師。同済大学の副学長、建設部交通工学技術センター副主任、同済大学支部主任などを担任。交通計画、交通情報工学、物流システム計画などの領域で研究を行っている。
楊暁光 教授
同済大学教授、博士課程導師。同済大学交通学科主任、全国大学交通運輸学科教育委員会委員、交通工学専攻教育指導委員会副主任委員などを担任。現代交通工学、交通システム工程科学と技術などの以外、特に複雑交通運輸システム分析と最適化設計及びマネジメントとコントロール理論と技術を研究している。
陳小鸿教授
同済大学教授、博士課程導師。同済大学大学院副院長、交通運輸工程学院副院長、上海交通工程学会公共交通学術委員会副主任などを担任。交通計画、公共交通、道路網計画などを研究している。

潘暁東教授：
同済大学教授、博士課程導師。同済大学交通運輸工程学院道路安全と環境研究所副所長。交通工効学及び応用技術、道路交通安全整備と計画マネジメント、道路交通計画と設計、交通影響分析などの領域で研究を行っている。

陆鍵教授
上海交通大学客員教授、博士課程導師。アメリカ南フロリダ大学教授、武漢工業大学兼任教授、東南大学講座教授。教育部「長江学者」賞励計画客員教授。主な研究領域は交通安全、ITS、交通コントロールとマネジメント、路面質量評価理論及び検測技術、道路と交通検測システムなどである。
李朝陽 准教授
上海交通大学建築学科准教授。主に都市交通計画、都市全体計画、交通政策研究、交通影響分析などの領域で研究を行っている。
韓印教授
上海工業大学交通運輸システム研究センター教授、城建学院交通運輸計画とマネジメント学科リーダー、同済大学交通工学専攻ポスドク。主にITS（特にインテリジェント公共交通システム）、交通情報工学とコントロールの研究を行っている。

日本メンバー
小林潔司教授
京都大学工学研究科都市社会工学専攻教授、京都大学経営管理大学院副院長、日本応用地域学会会長。主に公共プロジェクトのマネジメント戦略、契約理論に基づく社会資本整備プロジェクトの効率化に関する研究、公共プロジェクトの発展に関する合意形成問題、知識社会におけるコミュニケーションと交通行動などを研究している。
藤井聡 教授
京都大学工学研究科都市社会工学専攻教授。主に工学プロジェクトマネジメント、インフラ計画とマネジメント、交通計画、リスク心理学、景観と社会環境、教育学、リアルタイムにおける交通行動分析などを研究している。

宇野伸宏 准教授
京都大学大学院工学研究科准教授。京都市大規模小売店舗立地審議会委員、土木学会論文集編集員会（第(Ⅳ)部門）幹事などを歴任。「交通シミュレーション適用のすすめ」（分担執筆、（社）交通工学研究会、2004年）、「新領域土木工学ハンドブック」（分担執筆、朝倉書店、2003年）などを出版。

吉井稔雄 准教授

京都大学大学院工学研究科准教授。主に交通工学と輸送マネジメントシステムの都市設計などを研究している。

松島格也 准教授

京都大学大学院工学研究科准教授。主に交通マネジメント、交通補助施設の経済評価などを研究している。

The conference started with two keynote speeches. International lawyer Mr. Gordon L. Jaynes firstly addressed the perils of joint ventures in construction from the point of view of construction law. Another Keynote speaker, Prof. Graham Winch provided a conceptual framework for understanding all the transactions within the project coalition in construction joint ventures.

More than 120 participants, who came from Malaysia, Korea, Thailand, Iran, Australia, UK, USA and Japan, exchanged opinions related to the management of multi-national joint ventures for construction works from the point of view of project scheme, dispute resolution, project management, project governance and Public Private Partnership (PPP).

All the papers presented during this seminar are included in the seminar’s proceedings titled “Collaborative Efforts in International Construction Management-Part Two 5th International Conference on Multi-national Joint Ventures for Construction Works”. The next conference will be held in 2010 in Kyoto, Japan.

International Workshop on Disaster Casualties

The International Workshop on Disaster Casualties took place at Yoshida Campus of Kyoto University on the 28th and 29th of November 2007. The workshop was co-organized by Kyoto University (Earthquake Disaster Prevention Systems Laboratory of Professor Charles Scawthorn), University of Cambridge and Tono Research Institute of Earthquake Science (TRIES).

TARGETED PARTICIPANTS
It is needless to say that the maintenance/repair/renewal of infrastructures plays an inevitable task on stabilization of national life, not only in developed countries but also in developing countries. However, the limitation on budget allocated for the maintenance/repair/renewal of infrastructures requires socio-economic concept in addition to engineering knowledge. In order to copy with difficulties mentioned above, the introduction of infrastructure asset management concept, which deals with the issue of optimizing the maintenance/repair/renewal of infrastructures comprehensively, has been highlighted even in developing countries. So far, the typical example is the implementation of HDM-4 (Highway Design and Management) on pavement management. However, road facilities consist of bridges, embankment/slopes and tunnels, in addition to pavement. Therefore, the development of asset management system to other road structures as well as pavement will be required in a near future.

From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with infrastructure asset management and results of application, particularly focusing on road facilities consisting of pavements, embankment/slopes and tunnels. Risk management is also one key topic of the course.

Moreover, this course also is the extension of the previous ones held in Hanoi in 2005, 2006, 2007 and in Ho Chi Minh in 2008.

TARGETED PARTICIPANTS

This course welcomes to researchers and engineers who wish to develop an understanding of Infrastructure Asset Management. However, the maximum number of participants in this course is 30. Therefore, the participants who have the knowledge of some mathematic theory such as probabilistic, which is inevitable to evaluate life cycle cost, LCC, are expected. However, it is possible for some other people especially students to participate wholly or partly in the course as audiences.

LANGUAGE
The official language of the course is English.

Understanding concepts and basic theory of Infrastructure Asset Management
Obtaining the fundamental knowledge to design and analyze road facilities consisting of pavements, slopes/embankments, bridges and tunnels using LCC considering cost and benefit as decision-making index
Understanding how to manage risks in general as well as in construction and operation periods of infrastructure facilities
Understanding how to apply the knowledge in practice
Qualified participants will be conferred the certificates
