目的・概要
近年、アジアの開発途上国の経済発展に伴う水資源の量的・質的ニーズの向上、汚染拡大、私有財産化の増大、国の保護政策の強化は、水資源をめぐる競争を激化し、多くの人々の安全・安心・快適な水資源の利用を阻害している。持続可能な地域開発と水資源管理のためには、それをめぐる様々なステークホルダーの利害関係と地域固有の社会的構造を考慮した的確な制度設計が必要である。このような問題意識に基づいて、本国際ワークショップではアジア各国における水供給管理の現状況と認識を理解すると共に、地域における固有な文化・地域環境や多様な生活様式から生み出す社会資本(ソーシャル・キャピタル)が、水資源の維持管理に果たす役割を明確にして地域的文脈を考慮した持続可能な水供給管理システムを模索することを目的とする。本国際会議を通じて、水資源管理に関わる技術的・政策的問題を発見すると共に比較研究を進め、水供給管理システムのあり方を明示することを期待している。

シンポジウムの様子・得られた成果
第2回の水供給管理システムとソーシャル・キャピタルに関する国際ワークショップは、インドネシア・スラバヤ工科大学ITSと京都大学グロバルCOEのインドネシア拠点であるITB大学の主催との主催、BUとの共催でITSで行われた。本ワークショップでは、インドネシアの水道局、NPO、大学関係者、学生、約80名が参加し、熱心な議論が展開された。インドネシアITSの学長Priyo Suprobo教授のopening remarkをはじめ、スウェーデンKTHのHans Westlund教授の基調演説「Social Capital and Governance for Efficient Water Management」、そして、インドネシアにおけるコミュニティ主導型の水供給管理システムとソーシャル・キャピタルの多元的な意義に関する活発な議論を行うと共に、現在の最先端の研究26編が紹介がなされた。特に、インドネシアの貧困地域におけるコミュニティ主導による水供給システムの現状と問題に対する幅広い視点からの評価や検討がなされた。そして、コミュニティによる水供給管理をサポートするための新たな水供給システム技術の開発と社会実験など、水資源管理に関わる技術的・政策的問題を新たに発見すると共に、水供給管理システムのあり方について活発な議論が行われた。最後に、第3回のワークショップは、平成23年3月、インドネシアのマラン、BUで開催される予定である。

In the conference, 4 young researchers from Thailand, Korea, Japan and China made presentations related to the construction project governance issues including financial management in construction joint venture projects, financial scheme of Public Private Partnership (PPP), Private Finance Initiative (PFI) policies in Korea and anti-corruption governance in construction projects in developing countries. In the conference, the presenters and more than 60 participants, who came from Malaysia, Korea, Thailand, Iran, Australia, UK, USA and Japan, exchanged the opinions related to key points, schemes and future issues of construction project governance. All the papers presented during this symposium are included in the proceedings titled “Collaborative Efforts in International Construction Management-Part Two 5th International Conference on Multi-national Joint Ventures for Construction Works”.

About the course

To provide for the mobility of people is one of important factors to support our daily lives, not only in developed countries but also in developing ones. Transportation also influences patterns of growth and economic activity by providing access to land. The performance of the system affects public policy concerns like air quality, environmental resource consumption, social equity, land use, urban growth, economic development, safety, and security. Transportation planning recognizes the critical links between transportation and other societal goals. It is needless to say that planning for transportation facilities, demand analysis, project evaluation method, and trip survey technique are key factors in order to obtain efficient transportation services, which include both private cars and public transportation such as buses and trains.

From such a viewpoint, this course is aimed at providing fundamental concept and/or knowledge associated with transportation planning and results of application, particularly focusing on transportation in cities.

Targeted Participants

This course welcomes to Vietnamese researchers and engineers who wish to develop an understanding of transportation planning.  However, the maximum number of participants in this course is 30. However, it is possible for some other people especially students to participate wholly or partly in the course as audiences.

 


Language

The official language of the course is English.

2009 KU-UTC Joint Summer Course of Road Infrastructure Asset Management

2009 Kyoto University (KU) and University of Transport and Communication (UTC) joint summer training course of road infrastructure asset management was held in UTC campus, Hanoi, Vietnam. This course is aimed at providing from fundamental knoledge to advanced technology between Japan and Vietnam related to road asset management field. Lectures in this course treats bridge management, road pavement management, inspection and monitoring technologies, risk management, and slope/embankment management. One more important objective was to intimate cooperation for developing an international level of pavement management software. For the objective, many interested parties had been attented to many meetings. In addition, KU and UTC promised to organize virtual institute ‘KU-UTC online institute’ This online institute will provide educational information on research papers, lecture resources, proceedings of training course related with road asset management and urban transportation planning. This course(s) will be continued until next year.
