Purpose:
With economic growth in any country, well-grounded sustainable road infrastructure asset management system is an essential component to support their past economic growth, particularly in developing country. The fundamental objective of international symposium of asset-management was to grasp the current situation of asset management in not only Vietnam but also other Asian countries, based on the reports on the situation and outlook of asset management produced by researchers and managers in Asian countries. In addition, this seminar will be utilized as the opportunity to share common perspective of techniques and policies regarding asset management in Vietnam. It is very important issues to implement asset management system that requires deep consideration of technical feasibility, financial supports, and governmental commitment.
Much practical purpose of the symposium was for discussing sustainable PMS (Pavement Management System) in Vietnam with much practical and political discussion between Vietnamese road administrators (MOT and VRA), and main counterparts, such as KU, JICA etc. So far, Vietnamese PMS (Pavement Management System) is in a chaos due to poor introduction of ready-made software (HDM-4; Highway Development and Management-4 and RoSy SYSTEMs) which were recommended by World Bank (WB) and Asian Development Bank (ADB). Most of road agencies even local managers are already realized the problems on inconsistency between current system and their reality. Hence, Vietnamese road administrators are very keen to improve their current problems. To discuss and improve the problems, Vietnam road administrators and the main organizations were gathered for the symposium.
In the symposium, Japanese and Korean speakers introduced mainly 1) conceptual introduction, 2) Importance of Asset management system, 3) lessons from their previous experience 4) current status and trials, and 5) perspective of their road asset management. Basically, the contents of presentations were mainly focused on suggestion of developing customized PMS system for Vietnam. And the last stage, an open forum was held for discussing much practical situation and solutions in Vietnam.
Achievement and Results:
At the symposium, many important persons who have duty (and power) to change Vietnamese PMS were attended from MOT, VRA, JICA, KU, and so on. Basically, the symposium had 2 keynote speeches, 4 presentations and an open forum. First, the rector of UTC opened the symposium with welcome speech. Following the speech, a representative of MOT (vice minister of MOT) suggested main direction of symposium. Afterward, JICA’s representative introduced their current activities and future way of the JICA.
The first presentation given by Prof. Kiyoshi Kobayashi treated conceptual issues and previous efforts done by Kyoto University, such as Joint summer training course since 2005, the Asset Management E-book, etc. And finally, he introduced a proto-type of PMS named as “KYOTO” which can be the best alternative with consideration of Vietnamese situation. Receiving the baton from the Prof. Kiyoshi Kobayashi, Dr. Kazuya AOKI demonstrated a case study of the KYOTO system applying Vietnamese data. He showed good enough feasibility of the KYOTO system for Vietnam. Next presenter, Mr. Deaseok HAN who has experiences in Korean PMS introduced AMS (Asset Management System) implementation history in Korea. In his presentation, problems, efforts, and lessons from their practical experience were highlighted to persuade participants. The last presentation was about current trial of asset management for highway in Japan done by the NEXCO, Japan. He introduced a real case applying the KYOTO system for highway management in Japan.
The highlight of the symposium was open forum between Vietnamese road administrations and experts from the other counterparts. The road administrators shortly introduced their current situations and main problem, and asked many practical questions about solution of current problems, KYOTO system, and development of customized system. As a main result of the symposium, Vietnamese road administrations recognized an importance of the development of customized system, and also feasibility of the KYOTO system to their situation.
